git commit to repair intel p-state with recent linux kernels

I removed extra handling of intel p-state drivers as the newer drivers are
utilizing sysfs now. I did not test the code if it runs on older kernels but it
should work as well since the fallback is to use /proc/cpuinfo if opening sysfs
files fails.
