DateTime now sets the first day of the week according to the LC_TIME
environment variable.

I placed export LC_TIME=en_GB.UTF-8 into .personal and got Monday as first day
of the week after rebooting.

This bug may be closed.
However, a GUI way of setting the first day of the week in DateTime would be
desirable for less savvy users.
