okay discovered that the settings are stored in 
.config/xfce4/panel/smartbookmark-??.rc files 

the ?? being a reference number .i.e. 24 or 23 .. etc. these can be edited
provided xfce4 is not running .. and their contents will be used on the next
login .. a kludge at best .. but a temporary work around if needed
