Add remote-event refresh plugin functionability

Attached is a patch that adds the ability to refresh genmon using xfce4-panel's
remote-event functionality. To refresh:

"xfce4-panel --plugin-event=genmon-X:refresh:bool:true"
    where genmon-X is the genmon widget id (e.g. genmon-7)
