I don't see this issue here.

libwnck <2.31 is known to distort aspect ratio of workspaces in the deskbar
mode (please upgrade libwnck and recompile xfce4-panel if that's what you are
seeing) but this issue should not affect row/columns behavior.

If you are seeing a bug in the workspace switcher/pager please file a separate
bug report. To me, it looks like netload plugin works just fine.
