I had recommend to move this bug to a forum (forum.xfce.org f.e.).

Besides nm and wicd there is connman however the current client called
gnome-connman (which doesn't require any gnome lib actually) didn't work for me
the last time I tried it out, seems work has been focused on carrick that is
the client for the moblin desktop (moblin-ux). Connman should, in my guess,
have the smallest mem-footprint.

Marking the bug as wontfix for now. There is also a more appropriate place for
proposing new components on the wiki. Here http://wiki.xfce.org/wish_list
