To make sure about the governors, try to invoke the hal cpu interface by:

dbus-send --system --print-reply --dest=org.freedesktop.Hal 
/org/freedesktop/Hal/devices/computer 
org.freedesktop.Hal.Device.CPUFreq.GetCPUFreqAvailableGovernors
