So definitely no we are not allowed to do that.

And there is:

or style of the TWCi Marks. You agree to comply with the Style Guide
included as EXHIBIT C to this Agreement and you further agree to comply
with all revisions to the Style Guide within thirty (30) days of
receiving notice of each such revision;

So I'm not sure we can not ship the logo (nor the weather icons, TBH).

Basically, reading
https://registration.weather.com/common/eula/xmloap.html and
http://www.weather.com/common/home/legal.html it seems that we aren't
allowed to do much things anyway.
