[Goodies-dev] xfce4-xkb-plugin updates for Latvian

Hello!
I have updated xfce4-xkb-plugin to work with Latvian also, though I'm
not sure how to provide it back correctly.
Please look at included diff file and Latvian flag icon.

Feel free to provide advices or ask me for more info if necessary!
