What is this really? Is it a utility that modifies the gtk2 theme to
change the panel's background colour?

And FYI this is the goodies-dev mailing list, not the xfce4-dev mailing list.

Also, please separate debian/ubuntu/whatever-you're-using from
upstream Xfce. We don't do any debian repositories.

And I don't know what you mean by a 'sources.list file script'
