Well there's no configure.in or configure.ac file in svn, someone has to create
one and commit it. It's been dropped a in april 2007, with the comment
"Deprecated - see configure.ac.in", the latter is probably never committed...

Anyway, cou can grab the old configure.ac file here:
http://svn.xfce.org/index.cgi/xfce-goodies/view/xfce4-cellmodem-plugin/trunk/configure.ac?rev=2659

Duno if it's up-to-date enough to make the whole thing compile.
