Alternatively to using the plugin's preferences, the
xfce4-screenshooter application might provide a command line option for
setting the directory to use for the image.
I don't use the plugin but instead have the stand-alone app bound to a
key and I prefer to save screenshots in /tmp than in my home directory.
Would be cool if the desired path could be passed by a command line
option (or ideally by a setting without the need of the panel plugin).
