It has been confirmed by a debian user (see
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=458664) and I'd say the
problem (if any) is in xfce4-panel.

Maybe it's the expected behavior, since tooltips aren't made to be displayed
permently.
