no longer (and really was never true). Running a tickless kernel with ondemand 
is much smarter - instead of wasting cpu cycles at low frequency, it's much 
better to switch to fast frequencies for shorter intervals and finish the work 
quickly.

Whatever is in the kernel docs is old. tickless + ondemand outperforms 
everything else currently.
