That means it has been put in the panel, but as it ends in an "can't
locate lib X" it went wrong.

What you have to do is to exit the xfce4-panel and remove the notes
plugin from the panel configuration file[1], OR to hack the desktop file
for the xfce4-notes-plugin, change the line X-XFCE-Unique=true to false
and restart the panel.

[1] xfce4-panel --exit, edit $HOME/.config/xfce4/panel/panels.xml and
remove the item xfce4-notes-plugin.
