[Goodies-dev] hal based battery plugin branch

I've imported some code for a hal based battery plugin in a new
branch. It's not finished yet, but most of it is working. Hopefully
I've time to finish the last pieces of it soon, but for the moment I
focus on getting Mousepad to a 0.3 trunk/release status.

The plugin only monitors the battery(-ies), not events and stuff like
that. Maybe it will get some notification dialogs for critical battery
levels, but the advanced power management is more a task for Brian's
project, eventually.

So you can try it, but you laptop might explode, you've been warned
^_^. If you wonder how it looks with multiple batteries, there is a
simulator for hal (run as root) to add more butteries.
